Napa-Lake Workforce Investment Board (NLWIB) members are appointed by the Napa County Board of Supervisors in accordance with criteria established in the Workforce Investment Act. The WIA legislation mandates that Workforce Investment Boards must have a majority of business leaders. WIA also mandates that the board include key decision makers from labor unions, K12 education, postsecondary education, Wagner Peyser (which funds public employment services), vocational rehabilitation, and economic development.
In all cases, membership is drawn from individuals with optimum policy-making authority from their organization and who hold executive positions. Workforce Investment Boards look for new members with specialized knowledge and insight into one or more of their key areas of focus, and with skills and experience in long-range planning, group problem solving, capital investment strategies, and organizational and business development backgrounds.
