The Napa County Workforce Investment Board is the community's only organization that has workforce development at the center of all of its work. We understand that a strong economy is characterized by an abundance of well-paying jobs and that the availability of a skilled workforce will assure continued economic success for our businesses. In order to promote a strong economy, the Workforce Investment Board assures the integration of employment, training, education, and business services for job seekers, workers and employers.

Our Vision: A strong economy in which employers have an ample supply of skilled labor resources and residents have access to an abundance of quality jobs.

Our Mission: To respond to the labor and training needs of our employers and job seekers by designing a workforce delivery system that is outcome based, leverages community resources, explores new training alternatives and influences education and workforce policy.

In partnership with the Napa County Board of Supervisors, the WIB oversees Napa County's workforce development activities and establishes programs in response to the workforce needs of Napa County.  The WIB designs and oversees programs and services for business, adults, youth and dislocated workers in accordance with its 5 Year Strategic Local Plan. The Strategic Plan describes the Boards commitment to establishing a comprehensive, demand-driven workforce development system for Napa County.

The local workforce system operates through the One-Stop Career Center operated by the Job Connection, a consortium of local service providers. The vast majority of Napa WIB funds are grants from the federal government for workforce development services. The state of California and the Napa WIB adopt policies or rules that apply to the expenditure of these funds. WIB programs are typically state and federally funded, resulting in no net County cost. Grants from other sources - WIB staff are continuously on the look out for additional funding that will support local workforce preparation programs.  Over the last 7 years, the Napa WIB has secured over 15 million in supplemental workforce funding for local and regional workforce development programs.
